The 18th century building known as the Casa del Rey Moro (the House of the Moorish King) in Ronda (Malaga), looks set to becoming Ronda’s first luxury hotel, sooner or later. The property is currently in the hands of a German businessman who bought it armed with plans for a top hotel with innovative features.

casa del rey moro2 300x225 - Controversy around the house of the Moorish King in Ronda (Málaga)However so far the project has failed to see the light and the building stands neglected, gradually deteriorating before the uncomprehending eyes of thousands of tourists. Indeed the Casa del Rey Moro is included as one of the star features on the tour of local monuments; but it looks like it could fall down any minute.

Now the building has attracted more investors prepared to buy it, restore it and turn it into a five star hotel. The current and future urban development plans both allow the site to be used for tourist accommodation.

Interest has apparently increased since the Town Hall announced that it would apply for the Junta de Andalucía to list the building as a BIC, a ‘Bien de Interés Cultural’ (an asset of cultural interest), which would guarantee its protection as historical heritage.

The local councillor for Planning, Daniel Harillo, explained that the authority’s aim was to put pressure on the current owner, Jochen Knie, to carry out urgent work on the house, or face a possible compulsory purchase order in the future.

“We want to protect one of our town’s most valuable monuments”, said the councillor who stressed that Knie already faces a 60,000 euros fine for not keeping the building in line with safety regulations.

The German had previously announced an investment of 21 million euros to restore the property, set up a five star hotel and a mini-congress centre, even making part of the Guadalevín river navigable through the Tajo gorge. The scheme would create 50 jobs directly and an estimated 150 posts indirectly. The project has changed, however, and Knie’s latest plans centred around a venue for private functions with accommodation possibilities.

While authorities and business owners endeavour to find a way of bringing the Casa del Rey Moro back to life, the condition of the building is gradually deteriorating. It needs urgent work to make the façade and the structure safe and to prevent the roof leaking.

The Cabinet on Friday approved a reform of the Coast Law extending an amnesty for the owners of beachfront properties that would otherwise have to be demolished.

Owners of properties that were in breach of the current legislation, many of them foreigners, were given a 30-year concession of use that was due to expire in 2018.

It also established four-year concessions for beach bars and restaurants.

The surface easement limits, or protection areas, for rivers could be reduced from 100 meters to 20 meters.

The text of the draft reform said the current legislation “has tolerated outcomes that are not acceptable in environmental terms,” adding that “time has consolidated certain situations,” and that the law has “prompted mistrust and uncertainty.”

“The aim of the reform is to avoid the risk of homeowners losing their property rights in the short term, and particularly bearing in mind the difficulties this could create for foreigners,” the text also says.

Around 56% of British people enquiring about the Spanish property market are actively interested in purchasing opportunities according to a study by Spanish real estate agent Inmoaction with 27% of respondents commenting that they would buy a second home in the country.

‘While the data shows that Brits seem to be showing a great deal of interest in Spanish property, we are seeing this interest translate into action,’ said Marc Pritchard sales and marketing manager of Spanish house builder Taylor Wimpey España.

‘While enquiries by Brits have increased by 5.5% in August this year compared to the same time in 2011, last month saw 53% of all our property sales in August made to British clients,  the strongest sales month to British buyers since September 2010,’ he explained.

The ‘bad bank’ could help save a large number of companies that suffer from the effects of the stagnation on the real estate market in Spain.

For this reason, nobody in the sector wants to let go of this opportunity and everyone is taking positions to be involved in the new entity in one way or the other. Certainly, the state-backed bank rescue fund, the FROB, does not pay much, but little is better than nothing, given the state of the market.

banco de espana 300x225 - Real Estate sector and the bad bankThe last ones to have claimed their participation in the new entity are the developers, which are probably among the most affected by the crisis. Their argument is that they are the ones who really know the market and, for that reason, are the best to evaluate the assets that will be transferred to the bad bank.

“The FROB, or whoever will have the mandate over these assets, must increase the management capacity and for that reason, it must take help from the sector,” said José Manuel Galindo, head of the Association for Developers and Constructors in Spain (APCE).

The real estate assesors also want to participate. The main companies in this sector, such as Tinsa, Sociadad de Tasación and Valmesa, aspire to get hired to assess the assets of the nationalized entities –in principle, only these entities- that will be transferred into the new instrument.

Finally, it seems that, although there is no official announcement, Las Vegas Sand Corporation has chosen Madrid to built Euro Vegas. Nevertheless, Catalonia is going to have its own amusement resort, called 'Barcelona World'. This enormous construction will combined six amusement parks and will be situated next to Port Aventura resort.

portaventura1 300x225 - 'Barcelona World': The answer to EurovegasSpanish billionaire Enrique Banuelos and his Veremonte firm said they will construct the so-called “Barcelona World” on 1.5 million square meters of land belonging to La Caixa in Tarragona province. The 4.5-billion-euro investment is expected to create 20,000 direct jobs.

The project will be self-financed by investors from the six global areas who want to set up businesses in their respective theme parks, explained Lluís Rollán, of Mediterranean Beach and Golf, a Veremonte affiliate.

“We are not worried about EuroVegas. In fact others should be worried about what we are planning,” said Catalan land commissioner Lluís Recoder, who suggested that Barcelona World will be completed before the EuroVegas project gets off the ground in Madrid.

“Competition is competition and we want to be the first,” said economic commissioner Andreu Mas-Colell.

Adelson has told Catalan officials that the initial investment for EuroVegas would be around 17 billion euros but he also tossed around a 27-billion-euro figure in Madrid. The offer was to build the mega casino-hotel complex on 800 square meters of land near Baix Llogregat, with 250,000 direct and indirect jobs up until 2025.
