On the golden mile that extends along the coastline between Estepona and Marbella there is still room for a 24 carat urban diamond. A place in which the terms ‘luxury’ and ‘exclusive’ do not go far enough, because of the great fortunes that are needed to reside there. In the 900 hectares of La Zagaleta residential development, in the municipality of Benahavís, not just any fortune is acceptable.

Villa in Benahavis2 300x211 - Total luxury: La Zagaleta, in Benahavís, MálagaThe 230 property owners have the right to veto prospective neighbours who might put at risk the anonymity of this happy Arcadia, which sits in the foothills of the Serranía de Ronda and has views of Gibraltar.

Even the simplest home costs ten million euros here and the most expensive costs three times as much. When somebody presents their credentials as a purchaser, the other owners do not ask how many times he or she has featured on the front pages of newspapers - they ask for a guarantee that they are worth ten times the price of the house they are going to buy.

With a philosophy like that, this residential development has become a place of refuge for the truly powerful who hold the reins of a substantial part of the world economy and who appreciate the worth of real privacy. People such as Oswald J. Grübel, for instance, who has exchanged handling the fortunes of UBS and Credit Suisse, Switzerland’s biggest financial institutions, for a much quieter golden retirement as CEO at La Zagaleta.

The president of SOHA, Philip Smalley, who is also a Partido Andalucista councillor in La Viñuela, and the association’s secretary and town planning councillor in Alcaucín, Mario Blancke, had a meeting on 19th June with the general director of the planning directorate, Rafael Márquez, to discuss the problem of houses which have been built on land not zoned for construction which had been illegally subdivided. According to article 185.2 of the Law of Urban Planning of Andalucía (LOUA), there is no time limit after which the authorities can no longer demand that the land be returned to its legal state and this means that the owners cannot hope to make their properties legal.

villas in Benalmadena 300x192 - Bad Bank to Finish 116 Homes on Costa del SolThe company, created in 2012 as part of a condition laid down by the European Union in exchange for aid of a hundred billion euros to Spain’s banking sector, is responsible for dealing with toxic assets and has now turned its attention to two developments in Malaga province, totalling 116 homes.

Of these a hundred are concentrated in a residential estate in Casares, though the company will not yet say where. The homes are in the final phase of construction - 80 per cent built and in some cases lacking only electricity or phone connections or painted walls - and with works to re-start in July are expected to be completed by the end of the year and put on the market.

It is now several years since the property bubble burst and it has taken several other sectors with it, resulting in situations that would have been unthinkable years ago. One of these is the Golf Hills Village development which is only 95 per cent completed, but which has now been put to auction. It is the first time in Spain that this has occurred with an unfinished development, but the situation is not as exceptional as it may seem. Since the year 2000 golf hills village - Unfinished Development in Estepona Goes Up for AuctionBNP Paribas Real Estate, which is handling the transaction, has carried out 148 auctions involving 11,800 properties and a figure of more than 500 million euros. The auction will have a reserve price of 7.3 million euros and those interested will have to make sealed bids for amounts higher than this in front of a notary. The bids will be opened on March 18th and the highest bidder will be able to take over the apartments and sell them on, or make whatever use of them they may wish.

The owner of the development is the Midamarta company, which is part of Caja Castilla la Mancha. This company began to acquire properties from the bank but they were transferred to the Fondo de Garantía de Depósitos de Entidades de Crédito (FGC) after the Bank of Spain intervened in the savings bank, towards the cost of the 1,300 million euros that had been used to save it.
