Economic activity in Spain at the time was being buoyed by the boom in the housing market, while consumer spending had peaked. As such, the IMF was greatly concerned about the chance of the bubble bursting, and a subsequent crisis.

The initial statements from the rest of the executive directors drew attention to the notable differences between the vision of the analysts who had been examining the Spanish economy, and the vision of the authorities in the country regarding the risks of the economic situation. Guzmán wanted to clarify that these discrepancies had been “misinterpreted,” and that if in his opening statement he had said that the consequences of a slowdown in the real estate market were often “overestimated,” what he was trying to reflect was “the extensive coverage that property market developments receive in the domestic and international financial press.”

More than 50,000 properties in the countryside of Malaga province have still not been made legal, despite two years having passed since the Junta’s decree came into force.

They consider that these did not offer a practical and effective solution to the problems they were facing in trying to make their properties legal.

The situation has changed little, if at all, two years after the decree came into force. The councils, believe the regional authority should step forward; the owners of these properties are demanding a proper means of making their houses legal and they consider that what has been done so far is of no use whatsoever.

It is of no use, they say, because the best that 80 per cent of the owners of illegal properties can hope for is that their houses can be considered as Asimilado a Fuera de Ordenación (AFO), or outside of regulation; these are buildings which do not conform to the law and town planning regulations, cannot obtain an occupancy licence and against which no action can be taken because the period of time in which this could be done has expired.

The number of court-ordered home evictions for non-payment of mortgages, rent or other legal reasons reached 67,189 last year, according to judicial statistics released on Friday.

Of the total number, 38 percent were due to non-payment of mortgages while 57 percent were for non-payment of rent. Another four percent were for other causes. The figures reflect an average of around 184 evictions per day in 2013.

A breakdown by regions shows that Catalonia had the most evictions last year (23.8 percent) followed by Valencia, Andalusia and Madrid.

Housing prices dropped again in the last three months of 2013, representing an accumulated fall of 37 percent since the highs of 2007.

calpe 300x225 - Housing prices register fall of 37 percent since 2007 highsBut the International Monetary Fund (IMF) as well as ratings agencies such as S&P warn that prices in the Spanish real estate market must fall even more before the sector will reach a full adjustment.

According to the Index of Housing Prices, updated by the National Statistics Institute (INE), average house prices dropped 7.8 percent between October and December 2013 compared with the same period in 2012. This decline is one-tenth of a percentage point lower than the previous quarter, and represents the smallest drop since the summer of 2011.

The Spanish housing market remained locked in a trough in 2013, six years after a massive property bubble burst.

23671122 1251066 foto 872872 - House sales fall for third year in a rowAccording to figures released by the National Statistics Institute (INE), the number of homes sold last year, excluding public housing schemes, fell 1.2 percent from a year earlier to 276,600 after falling 11.3 percent in 2012 and 18.2 percent in 2011. During the height of the boom over 800,000 houses were exchanged in a year. In December alone sales fell 11.0 from a year earlier to a new monthly record low of 18,619.

The only respite the market has had since boom turned to bust was in 2010 when sales increased 4.8 percent, driven by the purchase of new homes before the introduction of a hike in value-added tax.

It is now several years since the property bubble burst and it has taken several other sectors with it, resulting in situations that would have been unthinkable years ago. One of these is the Golf Hills Village development which is only 95 per cent completed, but which has now been put to auction. It is the first time in Spain that this has occurred with an unfinished development, but the situation is not as exceptional as it may seem. Since the year 2000 golf hills village - Unfinished Development in Estepona Goes Up for AuctionBNP Paribas Real Estate, which is handling the transaction, has carried out 148 auctions involving 11,800 properties and a figure of more than 500 million euros. The auction will have a reserve price of 7.3 million euros and those interested will have to make sealed bids for amounts higher than this in front of a notary. The bids will be opened on March 18th and the highest bidder will be able to take over the apartments and sell them on, or make whatever use of them they may wish.

The owner of the development is the Midamarta company, which is part of Caja Castilla la Mancha. This company began to acquire properties from the bank but they were transferred to the Fondo de Garantía de Depósitos de Entidades de Crédito (FGC) after the Bank of Spain intervened in the savings bank, towards the cost of the 1,300 million euros that had been used to save it.

British expats, as well as German and Russian buyers, are helping Spain's property market out of the doldrums, with a lot of interest in luxury developments in Majorca.

House prices still fell overall - but Majorca bucks the trend, reporting property price rises of 4.8 per cent in the third quarter of last year, compared with the same period of 2012, according to the Spanish development ministry.

Three other regions reported prices rises in the House Price Index - Navarra, with growth of 2.8 per cent, Extremadura, up 2.2 per cent and Madrid, up 0.3 per cent. However, these figures fall far short of Majorca's growth, which estate agents say is boosted by foreign buyers, particularly those with a substantial sum to spend.

Just a day after Economy Minister Luis de Guindos said that the housing market was beginning to touch bottom in a recovery that is gathering pace, the National Statistics Institute (INE) on Tuesday announced that home sales plunged in November of last year to their second-lowest level since the crisis began around the start of 2008.

Despite an accumulated fall in prices since the highs set in 2007 of around 40 percent after a decade-long boom that suddenly burst, house sales have fallen for the last seven straight months. In the first 11 months of last year, home sales dropped 2.1 percent.

Demand is being restrained by a jobless rate of just under 26 percent and by falling wages as Spain strives to restore its competitiveness and export its way out of the crisis. Banks have also tightened lending conditions.

Las Vegas Sands Corp. is no longer pursuing plans to invest more than $30 billion to develop a series of integrated resorts in Madrid, Spain.

Adelson, said in a company statement. "As a result we will no longer be pursuing this opportunity."

The Spanish government rejected a series of conditions LVS had placed in order to continue with the Europa Vegas project because they were incompatible with European Union law, Spain's deputy prime minister, Soraya Sáenz de Santamaría, told The Wall Street Journal.

Conditions included government investment guarantees and for a compensation deal to cover any losses related to changes to Spanish laws in the future, WSJ reports.

The town planning debate which has raged recently over plans for a 30 storey residential block took a new turn when Mayor Ángeles Muñoz announced that they will only go ahead if there is a general consensus - which at the moment is not looking likely.

This board, which is an entity which can be set up in large towns, does not yet exist in Marbella but will be constituted in January.

The mayor emphasized that legally, it is the Town Hall’s prerogative to take the decision, but it will abide by the recommendation of the board.

The modification to the Urban Plan to allow tower blocks to be built in five areas of the municipality of Marbella, at up to 150 metres above sea level received initial approval at the last council meeting.
